The Programme was created to ensure HIV would not be treated as a death sentence, but as a public health and social challenge requiring prevention, counselling, care, acceptance, and coordinated action. Its work remains aligned with Liberia's national HIV response and the shared goal of reducing the impact of the epidemic across communities.

Early priorities included establishing voluntary counselling and testing centers, training counsellors, creating community awareness, reducing stigma and discrimination, and mobilizing traditional leaders, healers, birth attendants, and people living with HIV to support advocacy and community-based response.

Through collaboration with local and international partners, the Programme has supported grassroots mobilization, safe access to HIV services for vulnerable and key populations, and practical care for people living with or affected by HIV. These interventions continue to focus on dignity, empowerment, prevention, and long-term community support.
